Return to Work Project Officer

Full–time position

$65,988 commencement salary, plus generous terms and conditions.
This 3 year position (subject to funding) will be responsible for the Nurses Return to Work in Hospitals Project, being managed by the ANF (VB) with employer support.
The Project is directed to meaningful, productive and safe return to work of nurses who experience workplace injury or illness. The successful applicant will be part of the ANF’s dynamic OH&S Team.
The Selection Criteria includes extensive experience and/or tertiary quali?cations in:
1. OH&S, Worker’s Compensation and Return to Work.
2. Project work and management.
3. Ability to work within strict timelines and budget.
4. High level workplace & industry consultation.
5. Research and report writing.

A commitment to trade unionism and possession of a Victorian driver’s licence is essential.

POSITION DESCRIPTION

POSITION TITLE:  Project Officer, Nurses Return To Work in Hospitals

RESPONSIBLE TO: On a day-to-day basis, the Project Officer is accountable and reports to the OHS Unit Coordinator and is overall responsible to the Branch Secretary.

JOB DESCRIPTION: Under the co-ordination of the Project Managers, the Project Officer will manage the Nurses Return to Work in Hospitals Project. The Project will be implemented in partnership with the Victorian Hospitals’ Industrial Association (VHIA), with oversight from the Project Steering Committee (comprising representatives of the ANF(VB), VHIA, Injured Nurses Support Group and Workers’ Occupational Health Centre).

The Project is directed towards:
  • early proactive intervention and support for return to work and rehabilitation
  • achievement of meaningful, productive, safe and durable return to work in hospitals of injured/ill nurses.
  • strategies to support long-term injured nurses and to promote the recovery and restoration of their fundamental capabilities, return to work and quality of life.

HOURS This is a full-time 3 year fixed term position.

TERMS & CONDITIONS OF EMPLOYMENT: Contained in the Australian Nursing Federation (Victorian Branch) Staff/Council Agreement – Terms and Conditions of Employment 2003, adopted by ANF (Vic Branch) (10/6/03).

(Note: Some country travel will be required. Reasonable travel, accommodation and meal expenses will be paid for.) 
CLASSIFICATION:  RN Award Grade 4B (non charge nurse)  Year 1
    Thereafter      Year 2

KEY SELECTION CRITERIA

  • Relevant tertiary qualifications.
  • Experience in, and sound knowledge of, OH&S, Workers Compensation and Return to Work.
  • Experience in project work and management.
  • Experience in high level workplace and industry consultation.
  • Experience in research and report writing.
  • Excellent verbal and written communication skills.
  • Competent with computers and word processing systems.
  • Able to work in a supervised team environment and independently as required
  • Display initiative and sound time management skills.
  • Hold a current Victorian driver’s licence with access to a registered on road motor vehicle.

DESIRABLE ATTRIBUTES

  • Experience in the health industry
  • An understanding of ANF (Victorian Branch) policies and practices 
  • Understanding of human resource management principles and practices
  • Understanding of the broader Industrial Relations context in which OH&S operates

GENERAL REQUIREMENTS

  • Maintain an awareness of current and emerging trends in Occupational Health and Safety, Accident Compensation (WorkCover) and Occupational Rehabilitation
  • Undertake personal and professional development to retain up-to-date knowledge and skills 
  • Interest and commitment to trade unionism

DUTY STATEMENT

The Project Involves:

1. Identification of barriers to and factors for successful RTW for nurses, including through:

  • literature review,
  • focus groups/workshops of injured or ill nurses,
  • consultation with the Victorian Workcover Authority and with employers, insurance agents, legal and medical organisations.

2. Return to work programs with 7 pilot hospitals.

3. Development of:

  • best Practice Guidelines for RTW in hospitals,
  • case studies on RTW of injured or ill nurses,
  • recommendations for implementation,
    information on support and suitable duties for injured or ill nurses, for employers and injured or ill nurses,
  • training materials for ANF Organisers and for RTW Coordinators in hospitals.

4. Communication of progress and outcomes, including through conferences for the heath and aged care sector.

5. By negotiation, undertake other duties as requested from time to time, consistent with the position.
